About Dr. Rowley

Dr. William N. Rowley's world-renowned research, expertise, and innovations during more than 40 years as a licensed professional engineer have earned him the industry's highest honors, including his election as Life Fellow in the American Society of Mechanical Engineers (ASME). Dr. Rowley is board-certified in forensic engineering by the National Academy of Forensic Engineers (NAFE) and the International Board of Forensic Engineering Sciences (IBFES). This background, along with his skills in analysis and presentation, make him an invaluable resource in forensic engineering as an expert witness.

A registered and licensed Professional Engineer (PE) in the State of California, the District of Columbia, and 27 other states, Dr. Rowley is also a licensed California General Engineering Contractor (A), California Plumbing Contractor (C36), California Solar Contractor (C46), and California Swimming Pool Contractor (C53).

The named inventor on 13 US patents, eight Canadian patents, and two Spanish patents for swimming pool equipment, Dr. Rowley has published numerous articles and received a number of prestigious honors. As a forensic engineering expert witness he has a number of areas of expertise, and has provided objective, professional analysis and expert testimony in over 900 cases since 1970.

Dr. Rowley was the Founder and Chairman of the Board of Rowley International Inc, a multi-disciplined consulting engineering firm, which is now part of Terracon. He has been named Life Fellow of the American Society of Mechanical Engineers for his extraordinary contributions as a member for over 50 years. He was chosen as the Aquatic Consultant for the design of the 1984 Los Angeles XXIII Olympic Pool Complex at the University of Southern California. For over thirty years he designed over 675 major swimming pool complexes worldwide. He was the pioneer in suction entrapment research with his first studies in 1974 continuing through today. He pioneered the development of suction entrapment testing methods and has acted as a test subject hundreds of times in the last 30+ years. He co-authored two studies for the National Swimming Pool Foundation (NSPF) in an effort to understand alcohol's influence on diving performance and aquatic skills as well as a study of the lift and drag characteristics of headfirst diving. He received the 1985 Spes Hominum Award (For the Good of Mankind) from the National Sanitation Foundation (NSF) for his basic research work on Hi-Rate Sand Filtration. He received the 1998 California Spa & Pool Industry Council Locksin Thompson Memorial Public Service Award for his work on suction entrapment. He was the Distinguished Invited Lecturer (Advanced Water Treatment) for the 1999 Engineering Graduating Class at the Mapua Institute of Technology, Intramuros, Manila. In June 2008, he was honored with the Joseph McCloskey Prize for Outstanding Achievement in the Art and Craft of Watershaping.

Dr. Rowley has a lifelong history of distinguished services to his country, community, trade, and family. He retired from the United States Air Force Reserve as a Major General in 1992 after over 36 years of service. He earned numerous medals and distinctions, including the Air Force Distinguished Service Medal with one oak leaf cluster, Legion of Merit, Meritorious Service Medal with one oak leaf cluster, Air Force Commendation Medal, National Defense Service Medal, and many more. He holds a commercial pilot license with single and multi-engine instrument rating and commercial helicopter rating.

An inventor with 23 patents, Dr. Rowley is a licensed Professional Engineer (Mechanical and Corrosion) in 29 States and the District of Columbia and the U.S. Virgin Islands. He has been a licensed Certified Safety Professional (CSP) in Engineering Aspects since 1990. Presently he is involved with many local, state, federal and foreign governments on swimming pool codes and requirements. Dr. Rowley earned his Doctorate in Engineering from Kensington University and and MS and BE in Mechanical Engineering from the University of Southern California. Dr. Rowley received the 1985 Spes Hominum Award from the National Sanitation Foundation (NSF) for his research and work on water filtration in the course of obtaining his Doctorate. Dr. Rowley is a Board-Certified Diplomate of the International Board of Forensic Engineering Sciences (IBFES) and the National Academy of Forensic Engineers (NAFE).

Dr. Rowley served on the National Spa and Pool Institute's (NSPI) Technical Council from 1974 to 1981. He served on the Uniform Swimming Pool Code Committee for the International Association of Building and Mechanical Officials (IAPMO) from 1974 to 1981. Dr. Rowley also served on the NSF's Standard Number 50 Joint Committee (Circulating System Components for Swimming Pools, Spas or Hot Tubs) from 1974 to 1992; the NSPF's Board of Directors from 1983 to present; and on the National Swimming Pool Safety Committee (Research Sub-Committee) for the Consumer Products Safety Committee (CPSC) from 1987 to 1997.

Dr. Rowley has many years of service to his community. He is a Rotarian (Paul Harris Fellow) and has acted as President of the Los Angeles Chapter of the Aviation Hall of Fame. He has lectured at many of the leading universities including the Harvard Graduate School of Design and is a member of the Board of the USC Engineering Alumni Association. He is a Life Fellow of the International Oceanographic Foundation and a Life Member of the Reserve Officers Association, Air Force Association, American Defense Preparedness Association and many other leading organizations.
