Drawing from his more than 40 years as a licensed, award-winning mechanical engineer, Dr. Rowley demonstrates specialized professional competence in a number of important areas:

  • Board-Certified  in Forensic Engineering by the National Academy of Forensic Engineers (NAFE), of which he is a Fellow, and in Forensic Engineering Sciences by the International Board of Forensic Engineering Sciences (IBFES).
  • Co-author of two California Senate Bills, sponsored by California State Senator Vasconcellos, to enact statutes to help prevent suction entrapment accidents: California Senate Bill 873 (1997) for Wading Pools, and California Senate Bill 1726 (2002) for Swimming Pools and Spas
  • Inventor with 23 patents, including 13 US patents, eight Canadian patents, and two Spanish patents for swimming pool equipment
  • Involved with many local, state, federal and foreign governments on swimming pool codes and requirements
  • Retained by the California Superior Court as an expert in an insurance-related matter to investigate and report on 84 Southern California residential swimming pools that possibly suffered earthquake damage
